Call of duty does not start?

I have the Xbox one X with the current call of duty modern warfare. In the end I was only able to play campaigns because the game tells me I hadn't installed the dlc 2 data package. According to the Xbox store, the game is up to date and there are no updates / add ons that I would miss. Yesterday I made an update over several GB, but it still doesn't work in multi-player mode, neither online nor offline.

I don't play very often, so I don't know my way around very well.

Does anyone know what could be the reason?

Uninstall 1 package and reinstall it no matter which one I had the problem with my ps4 a few times
