Transfer Gta 5 account to PC?

My friend bought GTA V for PC today because he wanted to play with me. He connected to his account but he did not get the account transfer account now he is in game and still wants to do it how does that work and where can you do that?

It has not worked for a long time, the option was removed about 2 years ago from the game so that the modded accounts with infinity money can't be easily transferred. He will have to start from scratch.
