The developers can't enforce crossplay if Sony goes on strike against crossplay.
It is not without reason that many games do not get crossplay until much later.
A good example would be Minecraft and Fortnite.

There are fan edits like the following for a reason:
Mimimi is not entirely wrong. Sony has only been allowing crossplay for a few games for a relatively short time. But often no cross progression.
Example: In "Paladins: Champions of the Realm" by HiRez Games there has been crossplay between PC, XBox and Nintendo Switch for a long time, but until mid-2019 Sony strictly refused to allow this on the Playstation.
It works now, but they still don't allow cross progression. This means that Sony does not network accounts and advances with other platforms.
If I play on the PC and my character goes up a level, or I play a new one, then I can do that on the XBox and Switch and just keep playing. This is not possible with Sony.
And then HiRez's statement was very clear: They were happy that they were finally allowed to integrate crossgaming on / with the Playstation, but regretted that Sony was so reluctant to cross-progression.
Nintendo is comparatively relaxed about that. So it's not because of "the Japanese", but explicitly because of Sony.
