But still, I'll help you with this. First, go to Settings then under Account Privacy and Security. Under Xbox Live data protection, see the last but one details and customize. Now under Game Content at You can put games on allow allow.
That would be the first thing I can think of. Otherwise, look at all the settings through which might still prevent the transfer.
In your question, I thought first you stream over mixer or Twitch. You mean, however, only streaming the image on your tablet or PC using the Xbox app. I have them myself and after I turn on the console I can also connect and start the stream.
