I can't say exactly why that is, but I have experience with a similar problem myself.
The two bumbers are held together by a narrow plastic bridge that meets in the middle of the controller. This was broken for some inexplicable reason so that the right bumber only rattled around loosely and to use it, only massive pressure helped.
Of course, I don't know whether this is the case with you. Sure you could open it and possibly find out what the problem is, but then you are not sure that it can be fixed.
