I've had this for years with multiple host devices and a variety of bluetooth devices. Maybe this is not the right "forum" for this question, but is someone here who is a little deeper into the subject of microscrap kernel, functions, APIs and Bluetooth? In the last few years, despite many Windows updates, I have noticed:
Bluetooth devices often have to be switched on several times before Windows shows a reaction and connects (Bluetooth mice indicate a connection, but the cursor can't be moved. Only after switching the mouse on and off several times)
Bluetooth audio is an absolute cancer with Windows (stuttering sound, no sound, media output via hands-free channel with telephone receiver quality and connection problems. Everything usually either after a restart, after several restarts or directly.)
In some sessions on the PC, Bluetooth can't be deactivated or activated properly
Then I did a test with my Android phone:
Bluetooth speaker, mouse and Xbox controller. Everything connected to my OnePlus 5 (Android 10) at the same time. Sound plays continuously, cursor can be moved with the mouse and the user interface reacts to the controller buttons. Has Microsoft hired a single chimpanzee for Bluetooth who got hit on the head too often? As I said, I've had this experience for years with Windows 10 and countless end devices (laptops, PCs, Windows tablet PCs). And it's just embarrassing because even Linux and MacOS can do the whole thing better (apart from a few missing but retro-installable Bluetooth audio codecs on Linux).

I also made the experience with the clay. I only saw possible solutions but did not concern myself with anything because I just wanted to test something.
But I never had any problems with recognizing bluetooth adapters and devices. Not even with the activation of Bluetooth.
My Surface actually works without any problems. I have never had stuttering sound or not recognizing a mouse / keyboard.
