Send online fa in Gta 5?

I would like to send a friend request from my friend, who plays ps4, from my Xbox one X. So from Xbox one x to ps4. We've already tried Rockstargames, we're friends there as well, but I can't join him in Gta 5 online because it says I have no friends. Do you have to send a friend request in Gta or how?
