Why aren't all engrams available?

I'm currently playing on ark genesis but only have the normal engrams even if I press the button on the top right does not happen can someone help me?

Genesis has the engrams that belong to Genesis…

What more do you want.

If you want engrams from other DLC's, you need a cluster and have to travel there and learn the engrams there…
