Why can I sometimes download downloaded Game Pass games not play offline so something like Forza Horizon 4 always says I should extend it even though I already have it

The XBOX has an "online obligation". So you MUST be online to start games you don't have on disc.

In addition, you can only access Gamepass content as long as your Gamepass subscription is active.
