Yes, I think it's even included in the normal Game Pass. But definitely in the Ultimate.
You can't, since there isn't even forza horizon 5 out.

Forza Motorsport 7 isn't Horizon.
Motorsport is the original Forza series and more realistic, similar to GranTourismo on the Playstation. Just like the Horizon series, motorsport is also great and certainly a reference.
Horizon with its open world is rather arcade. There's currently the fourth part. A new one is not yet in sight as the series always appear alternately and therefore the already announced motorsport would be next year or even 2022.
So no you can currently not play Horizon 7 via the gamepass. But if it should ever appear then it will certainly also appear in the gamepass.
