Why can't i play online in forza horizon 4 despite xbox live?

So I've been playing the game for about a year and it hasn't worked yet

Hmm. Please have a look at your Wi-Fi router (or otherwise) in your network settings and change the Teredo settings. - Unfortunately, my knowledge of this is limited. Such a problem is usually a PC affair, and I personally play online via unlimited data volume cellular.
From here I can unfortunately no longer help. It is best to go to the Forza Support forum, where such topics are dealt with. Log in there yourself (you will be linked to your Xbox account, no stressful registration required) and ask for advice. I'm sorry I can't help you any other way.
