You got the 3 stars because you went after an officer, then the tanks went off on you, but because of the fence they shot themselves down, because the game recognizes that you are to blame for the dead you get more stars. The KI of the Policemen in gta is really not the best, it is funny when you go with 5 stars on the highest mountain, then go down the cliff by itself.
