Wolfenstein is indexed in Germany and may therefore not be advertised in the uncut version and only sold under very strict conditions. Implementing these requirements (including checking customers via video chat) is far too time-consuming for Microsoft. Only the German version should be available on Steam within Germany.
This is the case with XBOX because the handling of illegal symbols such as swastikas or SS symbols is different in Germany than elsewhere. Unfortunately, I don't really know why Steam has both…

Nope. Wolfenstein was removed from the index!
Wolfenstein was initially only available in the German version on Steam, as the international version was on the index, as already mentioned here.
However, the indexing has been lifted, which is why the international versions are now also available in the German Steam Store.
Why this is not the case with Microsoft… It is possible that it did not get through to Microsoft. Or Microsoft simply doesn't care.
