Is it legal to use it when I use a Vpn? I was previewed by Xbox.

Users have been doing this since day 1.

Apparently you only need a different IP for the login. Then you can deactivate it again.

Streaming movies is also not legal. Does it bother a person?

Microsoft has not set a geo-block for a reason, but since they are not actively blocking VPN's or the like, they obviously know that it is happening and tolerate it.
