How do I make a Heist bank robbery in GTA Online?

I bought a luxury apartment in downtown LS and I'm level 64

But as soon as I enter the office with the tarp the whole time is just up:

Press (D-pad left) to quickly join a raid as a crew member.

But I don't want to join anyone, I want to start my own!

But why can't I create my own? Earlier in 2015 on the PC version I had the same apartment and it worked.
