No, they can't. There are no surround sound headphones but pure stereo headphones.
But even more important is that you headphones in the XBOX is not connected to the controller but to the console, TV or receiver. About the controller is only the voice chat and no game sound.
So that's wrong. You can directly plug any pair of headphones into the controller and get sound. There is a marked improvement of ANY headset/headphones that have Dolby atmos enabled on the Xbox. From my galaxy buds connected with avantree, to my free AKG N60s from when I had samsung credit. Any and all headphones sound better with Dolby Atmos, or Windows Sonic Spatial sound enabled. That's the beauty of these apps.
