I have 2 Nintendo 2ds. On one is since I bought it the game 'Tomodachi Life' on it. It was included with the Nintendo. Besides, it's now my brother's, which I should always ask before I get to his Nintendo. He does not play Tomodachi Life anyway, just other games. He is almost never there so the questions would bring anything anyway. Now I've got another Nintendo donated by someone, and I wanted to ask if Tomodachi Life can be imported to this new Nintendo 2ds. By that I mean that the game goes away on the first Nintendo, and on the 2nd is playable. Does not matter if I had to start a new game.

No, that is not possible, only with the switch.
With data transfer that's just the downsides ALL (photos, software, friends, e-shop account, etc.) is transferred from your brother to yours by Nintendo and the old data from DEINEM Nintendo is gone, and your brother's Nintendo will be gone formatted after the transfer.
Scores of cards are not affected which remain saved on the card.
