My son has a switch with his mother and here with me (father) also a (disconnected) now I wonder if he needs all games now twice, or if he bought games in the e-shop on both consoles (at her and with me) can play, including memory levels. So 1 account, 1 user on 2 consoles.

That would work. The son simply needs to log in to the 2nd console with his account from the other console and then he can re-download his eShop games and take the storage data from the cloud if he has the online subscription.
The only thing you have to keep in mind is that you always need an internet connection on the second console so that you can start the games from the 1st console at all.

But as said before one of the two consoles will only play games when the console is connected to Wi-Fi, not anywhere outside or in the car (at best with a mobile phone hotspot)
