Nintendo DS or Gameboy game, name?

Back then I always played a game on the Gameboy Advance or NDS (unfortunately I'm not sure anymore) what was the best way to save hostages unnoticed. It was a 2D game from an aerial perspective, so you saw everything from above, not from the side or something.
I don't have many memories anymore, but you could definitely choose characters to take with you, a scout, etc. IT was a strategy game. You could always see how much HP the individual characters have and what class and so on they have. It looked Russian, I only remember one mission in a winter landscape. The best thing to do was to sneak past the guards and opponents or move ahead without being noticed.
Unfortunately, my memories are very blurry.
