How to create and play an Ark server on a PS4?

I have created an Ark server on the PS4 but can't join. I heard that you can't build a server on the same PS4 and play on it. Is there another way on the same PS4 to create a server and gamble on it?

Not on Ps4. You need a PC (Could also go with cellphone, but I'm not sure) and there you can rent your own server on the Internet!

Is it possible to create a free PC on Minecraft as well?

No, it costs on the respective websites then some money. Probably around 10 euro a month, depending on how many friends you play with, etc.
