Your parents should contact the little rioter's parents and claim damages. It is questionable whether they will receive it.
Children between the ages of seven and 18 are considered to be fully capable of committing crimes insofar as they have the necessary insight to do wrong.
Parents are only liable if they can be accused of a personal breach of supervision. The level of supervision that must be guaranteed by an adult depends on the age, character and needs of the child.
The question here is to what extent the kids (and by whom) were supervised. It couldn't have been the rioter's parents because he was visiting you.
What should be done: THIS child is no longer allowed as a visit to your home… Either permanently or until the damage has been paid.
Since you are not yet of legal age, your parents would have to file written claims for compensation with the boy's father.
The father can submit this claim to his private liability insurance. The insurance company then decides whether the claim for compensation is justified. And if so how much will be reimbursed.
Otherwise, you or your parents would have to try to reach an agreement with the father without formal claims for damages.
The police would very likely not do anything. Unless there were high quality games for 80 euro. At around 100 euro, the police won't do anything. Talk to your parents about contacting the child's parents again.
Nobody is liable here. You are already capable of delicacies from 7, but only if you already have the necessary maturity to recognize the harmfulness of your actions. This should probably not be the case with a nine-year-old who is frustrated because of a game and then goes nuts.
