How can you craft silver ore in Assassin's Creed 3?

I need silver ore to make War Tomahawk, but I have no idea how to craft it in the game. Does anyone know further? (Assassin's Creed 3 Remastered Ps4)

If I'm not mistaken, you could only steal and buy. If you have robbed the "goods wagon" or looted chests.
