If the game is indexed in Germany, it will also be censored. If it is not indexed then it is uncut. Also the PEGI 18, indicates meisst on an uncut version.

Censored is not indicated… An uncut version can be tortzdem and you can own and install it. Indexed games are therefore rather forbidden, as it is inhuman, anti-Semitic etc. Drin.
Mortal Kombat is one of the only "censored" versions. The earlier ones would be censored but not anymore. 11 is one of them.

Older parts of the series were indeed indexed in this country, the predecessor "Mortal Kombat X" was, however, to some extent not put on the list of harmful media (
https://de.wikipedia.org/..._Kombat_X). Interestingly enough, the reason for this was that the richly detailed graphics are borderline, but underline that this is a fantastic and fictional scenario. The USK had then released the game from 18 years on.
