Ps4 games are on BluRay.
But, that won't work if it's not a cracked ps4. They have copy protection, etc., homemade games don't run on the ps4. You need a license to sign the games.

No, this is not a dev kit, but an engine.
A dev kit is a kind of special ps4 for developing games. Costs a few thousand dollars.

You can also develop the game without a dev-kit, just in unity. Then you just don't know what the performance is like.
