When I test the internet connection on my Ps4 I have a download speed of 96 MBts but when I download a game it only makes 14 MBts steps (no matter which game). All applications are closed and the ps4 is directly connected to Lan. A friend has 46MBts in connection test and he downloads it with 30 MBts steps (he does not live in the same house). What can that be?

We download from the same server. So that the comparison made a difference.
But not at the same time and you do not know the prioritization of the server when busy, because one is allocated more bandwidth than another.
