Playstation 2 open world car game?

Moin, I'm really desperate for the name of a PlayStation 2 game that I played very often about 6-8 years ago. It was basically a racing game in which you could also simply drive through the city with the car. You couldn't get out of the car like with GTA or others but only go into a kind of bird's eye view and look for a new car. Does anyone know which game I could mean?
