Messenger from Amazon stole my brother's package, what to do now?

My brother ordered a Ps5 on Amazon and it was supposed to arrive this morning at 11 a.m. But his app said that his package was delivered but he didn't get it now my question could it be that his package was or was stolen It was delivered to another person because that would be strange.
