Redeem PS PLUS-CODE in PS 4 without credit card / PayPal and ID?

I bought a PS PLUS voucher for Playstation 4 for 1 month and wanted to redeem it, but I was constantly asked for a payment method after entering the code. I have entered my PayPal account ---> Continue ---> and now I have to enter my ID data. I typed in my non-European ID card, but my ID card / passport was not accepted even though I'm of legal age and have followed all steps correctly.

I've tried everything possible but without success.

I ask for a solution.
