Sim card blocked?

I have bought several times in the Playstation Store using my mobile phone bill. I wanted to pre-order Call of Duty Cold War today, but I received a text message saying that my SIM card was blocked. Unfortunately there was no way of unlocking it, someone knows what I can do now.

Only the hotline of your mobile operator can do that. Call them from another phone and ask to unlock your blocked SIM card.
