You can actually overclock the Hertz number of a monitor, but not the response time.

This would work on the PC, but the PS4 does not support it.
The response time depends on the hardware.
As far as I know, direct overclocking on the TV is not possible, but some TVs have a game mode where the latency and response time are improved and the graphics are reduced for this.
As someone already wrote, many TVs have a game mode. My Samsung has something like that. Without this, the picture jerks a little and there are input lags. If you watch films on the PS4, you should turn the game mode off again, otherwise they jerk a little.
