Can you gamble with a 4ms response time?

I'm currently looking for a 4k capable monitor for my Ps5. I found one for 300 euro that supports this resolution, displays up to 60hz, runs over IPS and has a response time of 4ms. But I would also like to use it for my gaming PC. Currently I use a FULL HD monitor with 1ms response time, VA panel and up to 165hz. Of course I wouldn't play a CSGO or something with the monitor, I'd rather play World of Warcraft or story games like Fenyx Immortals Rising or Cyberpunk 2077 on it. Are these 4ms perfectly clear or should I look for one with a 1ms response time?

It depends on whether you play professionally or just for fun. As a pro, 4ms is still ok, I think. As a casual player, I think that's enough. But I think you can find a "better one" for 300 euro. But you mustn't forget that many advertise with 1ms response time, but the input was high. The input lag is also one of those things Reaction time.

You will hardly notice any difference and when it comes to story games or single players in general, 4 ms is sufficient. But if you also play esports games e.g. Want to play Warzone or Fortnite, and you should think about 1 ms in tournaments or similar.

For pvp games I have a second monitor, the 4k monitor is used for a different purpose

According to some websites, you don't notice a difference below 4-5 ms.
My previous monitor was 8ms and my current one was 1ms, and I didn't notice any difference.
