I have a question about a specific command block.
Can you command with a command block like this All items are dropped randomly?
In other words, the command should execute when I mine a block of land that I don't get a block of earth, but e.g. Leather or something.

Either it would be a very complex technique consisting of many command blocks that basically do the following:
See if block has been dismantled (scoreboards)
give a random item from an item list
The problem is that you can't use any arrays etc. In the command blocks, i.e. You need a command block for every possible dropable item.
The simpler variant would be either a server modification or a client modification in the sense of mods in the single player.
