I have a question I wanted to buy a Steam card. However, I don't know if the card has an age limit. Since you can only buy PSN cards from 18.

Don't think so, otherwise you can buy a PaySafe card and use it to buy Steam credit.
With us in the city you can buy Steam cards of all ages.

Gift cards have no age rating.
PSN cards have only a recommendation from Sony itself… But Sony is not a legal control body, which is why the marking is legally irrelevant.
It's not an official restriction logo but a Sony-made one. (Should otherwise be a USK 18 logo, which it is not.)
It is up to you to decide whether / why dealers deal with this at all.
Other cards don't have that.
