Can I play Gta 5 on PC together with people who have consoles?

My friend has gta for the ps4 and I would like to play with him. Can I do that when I'm at the pc.

Although I gta synonymous for the ps4 bought but my account which I have for the pc somehow not transvert. Or just did not make it so far.
