My question is, if I buy a new PS4 and sign in with my PSN account, will I lose the progress (Gta5 level and money, Red Dead Redemption 2 online progress, etc)?

No everything is saved online.
I think you have to have playstation + and have to set it so that the progress is saved in story play, with CoD etc. Lvl always remain

No, the things are stored in your PSN account, but only if you mean the things mentioned above. This is mostly just about the statistics in the game, not scores.
Savegames etc. But you have to save them or if you have PS + they will be automatically loaded into the cloud (as long as it is activated).
