PS4 bad quality video clips?

How can I adjust the quality of video clips on my PS4 (2016)? In my menu, only these options are of no quality:

There are very well settings where you can adjust the quality but with your PS4 you won't get more than 720p with a bad bit rate. It only gets better from the PS4 Pro because you can set 1080p video clips✌

Okay because my clips are in 720p30, is that really not better?

No, that doesn't get any better with normal Playstation video clips.

If you take it very seriously, you can get an external capture card from Elgato or something like that, but that would make little sense because you throw money out of the window again and you still need a PC.
