If your bank account is already verified in your Paypal account, then this message means that Paypal is also asking you to enter your credit card.

Paypal has its own internal security mechanisms and it decides which customer and which payment accepts which payment method and which does not.
If Paypal denies you, with this order, direct debit and requires a credit card, then that's the case, whether you like it or not.
