Transfer Playstation 4 clips to the PC?

If you save 4 clips on the Playstation they are only 720p. So my 2 questions are:

Can you transfer Ps4 clips to the PC?
If so, do they also have 720p or can they be made to 1080p?

You can simply drag it to a USB stick or external hard drive and then connect it to the PC. You could also upload them to YouTube and then download them.

I don't know if 1080p is possible, but I mean that you can set it in the settings.
