A lock symbol next to the game? (Ps4)?

I play on a ps4 and have two accounts

On one I bought gta but I want to play it on the other account but there's a symbol and a text see pictures

Would look forward to a guy how I can fix it

I'm not a PS4 player, but think that the license for GTA is only valid for the account on which you bought the game. Hope I explained it well enough.

Can't somehow reset the license? It used to work with both acc but I now have a new ps4 but with the same accounts

Isn't it possible on both accounts, or only on one?
