You say with 170k you would have 17 Mbits so one tenth of the line. So you would have a 1500k line according to the logic with 150 Mbits.
Correct. If you download with 150 Mbits you have a 1500k line. But I do not assume that you do this. But that you have a download speed of 150 mbps.

You can't compare bits with bytes. 100k = 12.5 Mbits. If you don't believe me, just google instead of spreading nonsense here.
I have a 250k line and, according to several speed tests, around 100 Mbits. Both the internal Ps4, the apps I tried and the internet sites all say Mbits. I have now tested my speed again and have 44.9 Mbits, which according to you could not be.
Here is a speed test of mine. It often happens that you have a lower number of Mbits than you should. It is most likely due to the PSN servers. It can also help to change the port in the settings. The various ports can be found in tutorials on Youtube or when you google.

With your 250,000 kbit / s line you have a maximum of 31.25MB / s in the download (during the speed test).
