Gta vehicles no longer spawn?

When I request my personal aircraft, they don't spawn. You can't see them on the map, and they're not anywhere. The message that my vehicle has been delivered or is in my area does not appear. If I want to request it again, I have a 5 minute cooldown. It's the same with cars. I have enough money to pay the mechanic. I have already restarted the game and the Ps4. This also happens with my second account, but with exceptions. Is that a bug? Can I do something about it?

If you haven't had enough money recently to pay the mechanic, it may take a while. If it is still the case in a day, you should write to support

That happens every now and then, wait a few days then hopefully it will work.
