Can I download Cyberpunk 2077 earlier by pre-ordering?

Since I like the concept of Cyberpunkt 2077 a lot, I would like to pre-order it on Steam. I'm now wondering if I could download the game earlier and then play on November 19th. So when I pre-ordered Just Cause 4 on the Ps4, I was able to download the game 2 days before the release and then play it just in time for the release. Is that possible with Cyberpunk 2077 or on Steam in general?

Thanks for the tip. The big problem is only with my internet as it has a pretty bad connection. I can do 20 GB in one night.

Oh you mean download without it being startable. Well that would at least make sense and is often done.

Then I hope that you have friends or acquaintances who have better internet and that you can download something from their home.
