Problem with the mobile command center (GtaOnline)?

It's about the mobile operations (command center) and there are the missions "severe weather warning" and "half-chain tyrant". I have completed the missions several times but the other missions are still not activated. Can anyone help me? (PS4)

Nothing, because R * only wants money, that's why I stopped Gta months ago. The game is dead!
