I downloaded obs studio and when I connect my elgato to the ps4 takes the elgato only the game sound on if I did not plug my headphones. If I plug in my headphones, only I get the sound and not the elgato?!
Can I do that the elgato
1. Record the game sound
2. I hear him through the headphones
3. My voice is heard through the microphone

In how far everything runs there bad controller is no argument if you are concerned about it you can also use n Controller s.PC
I'm assuming that you connect your headphones directly to the PS4.
In that case, it is normal for you to be unable to record sound through the Elgato, as most devices will not output sound through the regular audio output when headphones are connected.
So if you still want to hear the sound through the headphones, you have to complete it in another place. You can e.g. Connect the headphones to the PC and pass the audio through which Elgato connects to the PC and then to the headphones. You could also extract the audio signal from the HDMI cable of the PS4 with an Audio Extractor and then connect the headphones to the Audio Extractor.
Otherwise, you need to record the audio individually and then, e.g. With a video editing program, add this audio recording to the video.
