PC no longer outputs video signal?

I recently found that my PC no longer outputs a video signal to the monitor when it starts. Then I first tested whether it was the monitor or the cable, but it didn't because a PS4 with the same cable ran normally on the monitor. My next idea was to replace the graphics card, no change. Finally I tried a BIOS reset by removing the battery on the mainboard and I exchanged the PCI-E port of the graphics card. The voltage of the 6 + 2 PCI-E connector outputs 11.90V. Now I'm pretty finished with my ideas, what else can that be? Thanks in advance.

Mainboard: MSI 970A-G43

Graphics card: GeForce GTX 960

Processor: AMD-FX 6300

Power supply: Sharkoon WPM700 bronze
