Thermal compound on ps4 slim processor?

I disassembled my ps4 and noticed that the old thermal paste is on the pins of the CPU. Is that bad?

Thermal paste should not be electrically conductive, so it can't cause short circuits. To apply the new paste, the old one can be removed with pure alcohol, but this is not absolutely necessary.
