Skyrim the fallen bug?

I play Skyrim and have already completed the missions with Ulfric Stirmmantel and joined the stormcoats and Weißlauf now has a new jarl, namely vignar I wanted to continue playing the main story but somehow it doesn't work properly vignar gives me the permission of the kites in the kite festival trapped but as soon as I start the mission there are only 1 random npc and a few guards who do nothing and when I call the kite it flies so far away that I can't hit it and when I use kite call it lands but go straight into the kite trap and never mind he can't die and won't answer i'm very grateful for every tip i play on ps4 with the remasterd special edition

He's supposed to be trapped too. Once he's in there, you should be able to talk to the dragon.

He must also be caught in the trap. As soon as it lands you have to go to the entrance. He follows and is captured. Then you can force him to bring you to Alduin.
