Where can you develop software solutions / tools / bots?

Have the following question:

It's about a software solution.

Is it possible to develop a tool or a bot (a software solution) for an application like Twitch? To secure messages with it.

When can one turn to this?

Maybe somebody knows it.

Does Twitch have a public API?

Unfortunately, I do not know it. All I know is that there are lots of bots and tools like: Streamlabs, Pointsbot, Leaderboard, Minigames… Believe it.

In that case, I would research and learn and then make a bot myself. If the API is public, it's relatively easy, but I do not have time, otherwise I could probably do it. Do

Twitch offers a https://dev.twitch.tv/docs/v5/. Any functionality that it offers can be used for external software that connects to it.

If you search for twitch bot in Google, you will find some bots that have already been developed. It is possible.

There may also be the option to create plugins.

To a software developer (freelancer). Picking out a software company would be inappropriate at this point.
