Why doesn't my Playstation 4 install the software from the USB stick?

I bought a used Playstation 4 Slim and now I have a problem. Since the previous owner did not reset them properly, I tried that. During the "initialization" I ended up in security mode on point 7. (software reinstallation) I have not been able to get there since then. I already have the software on the USB stick. The console finally recognizes this and then starts an initialization again and reads the software. Then it goes out and starts again in safety mode at 7. I should reinstall the software. I can't get out of this circle.

Maybe someone has "the" solution. I thank you in advance.

2. Go to playstation.com and install a new version.
