Quality change as a Twitch affiliate?

With large streamers on Twitch you can set that you have 480p or 720p, etc. Do you get that also affiliates or only partners?

Fixed only as a partner. It's called transcoding.
As an affiliate, you can receive it spontaneously per stream, depending on whether the server has capacity available.
